South Korea has the most saturated smartphone market on earth: 95.3% of people aged 13 and over carry one. Smartwatch adoption in the same population, measured by the same regulator in the same survey, is 12.9% [1].
That single pair of numbers dismantles the most common assumption in digital health, which is that wearable adoption is a function of wealth and technical maturity and will therefore arrive everywhere, eventually. It hasn’t arrived in Seoul. The gap between the phone curve and the wrist curve is not a lag. In most of the world it is a structural feature, and every product decision about requiring, supporting or ignoring wearables is a bet on how it resolves.
This page is the reference we wanted to exist: smartphone penetration versus health-wearable ownership, region by region, with every number’s measurement basis stated and every source named. We also traced the most-circulated wrong figures back to their origins, because knowing why a statistic broke is the only durable protection against repeating it.
Definitions first, because this is where wearable statistics go wrong
Health wearables here means wrist and finger devices with health sensors: smartwatches, fitness bands and smart rings. Earbuds are excluded.
Four traps corrupt most wearable statistics in circulation, and every one of them appears in the sources below when you read the methodology rather than the headline:
- Ownership is not usage. Rock Health asks whether US adults own a device [2]. Ofcom asks whether UK adults personally use one [3]. Eurostat asks whether EU individuals used one in the past three months [4]. YouGov separates the two and finds 35% of British adults own and use a wearable while another 10% own one they have stopped using [5]. That drawer-Fitbit population is 10 points of apparent market that produces no data.
- The denominator moves. Percent of adults, percent of individuals aged 16 to 74, percent of people aged 6 and over, percent of households, and percent of mobile connections are five different numbers for the same country. Japan is 90.5% on the household basis and 80.5% on the individual basis, from one survey [6].
- Smartwatch is not any-wearable. Rock Health’s 46% covers smartwatches or smart rings; smartwatches alone are roughly 40% [2]. Ofcom’s 25% conflates watches and fitness trackers but breaks out smart rings separately, at 3% [3].
- Earwear contaminates the trackers. IDC and Canalys count earbuds as wearables. In India, earwear is roughly 75% of reported wearable shipments [7]. That is how headlines about a booming Indian wearables market coexist with a smartwatch segment that shrank 17.6% in 2025 [8]. A handful of earbuds now carry heart-rate sensors and Apple has added hearing-health features, but as a category earwear produces no continuous health signal.
The rule this page follows: every figure states what was measured (ownership or usage), of whom (adults, individuals, households, connections), and for which device class. A statistic missing any of the three is not citable, here or anywhere.
The gap, in the markets that measure it properly
In every market with reliable national data, smartphone reach runs between 82% and 97%. Health-wearable reach runs between 13% and 46%. The narrowest gap on earth is 45 percentage points.

Three things stand out.
The US is the ceiling, not the norm. At 46%, America has the highest verified wearable adoption of any large market, and it is still the country where a wearable-gated product is invisible to more than half of adults.
South Korea breaks the wealth theory. Near-universal smartphones, world-class connectivity, domestic handset manufacturing, and 12.9% smartwatch adoption [1]. Wearable adoption is not simply downstream of income or infrastructure; it is a separate consumer behavior with its own drivers.
Germany quietly outperforms the UK. 36% smartwatch usage versus the UK’s 25%, despite lower smartphone penetration [3][11]. The steep German age gradient explains part of it: 58% among 16 to 29 year olds, falling to 16% among those 65 and over [11].
The one thing worth knowing about the UK: two right answers
Ofcom says 25% of UK adults use a smartwatch or fitness tracker. YouGov, the same year, implies about 46% use some wearable, and 30% own a smartwatch. Both surveys are competent and nationally representative.
This is the single most useful worked example on this page, because the discrepancy is entirely methodological:

Population definitions (16+ vs 18+), ownership vs personal use vs household presence, category granularity, and panel-versus-doorstep sampling account for the spread. None of these numbers is wrong. Any of them quoted bare, as “UK wearable ownership,” is misleading.
The practical implication for product teams is the same one the drawer-Fitbit gap makes: the population that will actually deliver you continuous wearable data is closer to the lower number than the higher one.
Adoption has already plateaued in at least one major market
US wearable ownership has climbed steadily for a decade, from 13% in 2015 to 46% in 2025 [2]. British adoption rose the same way until early 2024 and then stopped: 36% in January 2024, and 35% in July 2026 [5].
Two and a half years of flat is no longer noise. YouGov’s tracker also shows why the ceiling is where it is: 44% of British adults have never owned a wearable, and among 18 to 24 year olds, 21% previously owned one and no longer do [5]. The young are not a reservoir of future adoption in that market; they are already churning.
Global shipment data tells a compatible story. Smartwatch shipments fell for five consecutive quarters from Q1 2024 before recovering to 4% growth in 2025, with the rebound driven mainly by China and by premium devices, not by new mass-market adoption [15][16]. Planning a product roadmap on the assumption that wearable penetration will keep rising toward smartphone-like levels is planning on a trend that has already stopped in at least one wealthy market and never started in another.
Asia-Pacific: every popular narrative is half true
China is the growth story, India is the anti-narrative, Japan and Korea are saturated-yet-wearable-light, and Southeast Asia has almost no wearable measurement at all.
- China. Wearable band shipments hit a record 33.9 million units in H1 2025, up 36% year over year [17], and China overtook North America as the largest advanced-smartwatch market in Q2 2025 [16]. The demand is partly policy-fuelled, boosted by national trade-in subsidies [17]. On the ownership side, CNNIC’s national survey reports 23.8% of China’s 1.1 billion internet users go online via a wearable device [13], which lands just below tablets and TVs as an access category.
- India. Total wearable shipments fell 4.0% in 2025, a second consecutive annual decline, and smartwatch shipments fell 17.6% [8]. The average Indian smartwatch sells for about $26 [7], a fundamentally different product from a $400 Apple Watch, and advanced smartwatches hold roughly 2% of the market [7]. IDC forecasts further smartwatch decline in 2026 [8]. Whatever you have read about India’s booming wearable market, the shipment data contradicts it.
- Japan. 90.5% of households and 80.5% of individuals aged 6 and over own a smartphone, but only 74.4% of individuals use one to access the internet [6], another ownership-versus-usage gap. Japan’s national survey publishes no wearable figure at all.
- Southeast Asia. Internet penetration reached 71% of the population in 2025, up from 45% in 2016, across roughly 500 million users [18]. No credible regional wearable ownership measurement exists.
Emerging markets: the phone number itself needs care
In Sub-Saharan Africa, three GSMA figures describe three different populations, and picking the wrong one overstates reach by 24 points.

The usage gap, meaning people covered by mobile broadband who do not use it, is 60%, the highest in the world, driven chiefly by device affordability [19]. So the honest statement is layered: among people who have mobile service, smartphones are already the majority and heading toward dominance; but mobile service itself reaches under half the population. GSMA projects the region’s largest smartphone markets by 2030 will be Nigeria (230M connections), South Africa (140M), Ethiopia (97M), Tanzania (92M) and Kenya (72M) [19].
Elsewhere the pattern repeats, with the phone as the only universal surface:
- Brazil. 86% of people aged 10 and over are internet users, 99% of them access the internet by mobile phone, and 60% access only by phone, rising to 86% in the lowest socioeconomic classes [20].
- Mexico. 81.7% of people aged 6 and over use a cellphone; the national survey publishes no smartphone-versus-feature-phone split and no wearable data [21].
- Saudi Arabia. 99% internet penetration, with 99.4% of browsing done on mobile devices [22].
- UAE. The regulator publishes mobile subscriptions per 100 inhabitants, a connections measure, and no wearable dataset exists in its 61-dataset open-data catalogue [23].
Where no reliable public figure exists
Naming the gaps matters as much as filling them, because absence of data is routinely papered over with invented precision. As of this writing we could find no credible, primary-source wearable ownership figure for:
Japan, India, Indonesia, Vietnam, the Philippines, Saudi Arabia, the UAE, Brazil, Mexico, New Zealand, or Sub-Saharan Africa as a region. Country-level wearable breakdowns within the EU are also unpublished in Eurostat’s Statistics Explained article; only the EU aggregate and overall IoT rankings appear there [4].
If you see a confident wearable-ownership percentage for any of those markets, it is almost certainly modeled, extrapolated from shipments, or laundered from a roundup blog. Which brings us to the autopsy.
Where the bad numbers come from
The most-circulated wearable statistics are not fabrications. They are real numbers stripped of their basis and reattached to claims they never supported. We traced five of the most common back to source:

The pattern is identical across all five: a real number loses its denominator, acquires a rounder shape, and migrates between roundup sites until repetition passes for sourcing. If a wearable statistic arrives without a stated basis, assume it has been through this cycle.
What the gap means if you build health products
The phone is the only sensor with universal reach, in every market, and it is the only one whose reach is still growing where growth is left.
Read the tables together and the design conclusion is hard to avoid. Smartphone reach sits between 82% and 97% in developed markets and is climbing fast in emerging ones. Health-wearable reach peaks at 46% in the single best market on earth, sits at 25% in the UK and 12.9% in South Korea, has plateaued in Britain, is shrinking in India, and is unmeasured across most of the world’s population. A product that gates its core health experience behind a wrist device is not serving a majority anywhere, and in most markets it is serving a small, wealthy, and self-selected minority. That minority skews younger, more affluent, more urban and more likely to be commercially insured [2], which means wearable-gated products systematically reach the people who already have the most health resources.
The architecture that follows is a layered one. Treat passive phone data as the universal baseline that works for every user in every market, and treat wearable data as progressive enhancement: better resolution for the minority who have it, never a precondition for the product working at all. Practically, that means your data model should express what is known about a user rather than what a specific device reported, so that a phone-only user and a phone-plus-Oura user get the same features at different confidence, not different products. It also means your onboarding cannot have a device-connection step as a gate, because in most markets that step is where the majority of your users stop.
The gap in these charts is not a temporary state of the market waiting to close. It is the market. Build for the device that everyone already carries, and let the wrist add resolution for those who have one.

If you cite this page, cite the basis too: “46% of US adults own a smartwatch or smart ring (Rock Health, December 2025)” is a defensible sentence. “46% of people own a wearable” is not.
